A MAN who exposed himself to two women in separate incidents just minutes apart has been jailed.

Stuart McLeese, prosecuting, told Newport Crown Court Luke Morgan, 25, of St Mary’s Road in Pontllanfraith, was first seen by a woman committing a sexual act in his car at about 11.45pm on December 13.

He was topless and alone in the parked Ford Ka on Commercial Street in Pengam. The woman alerted the police.

Morgan drove off, but then about 15 minutes later, on December 14, another woman spotted him doing the same thing on the forecourt of the Texaco petrol station on High Street. He apologised to her before driving off.

At 1.25am police officers spotted the Ford Ka being driven down Manor Road in Pontllanfraith with no headlights on. At its fastest it was being driven at 42mph, above the road’s 30mph speed limit.

Part way through the chase, Morgan parked the car and ran from police before being apprehended at 2.15am.

Officers saw another man being driven in the passenger seat with Morgan but he was charged with no offences after he was detained.

In a police interview on December 14, Morgan admitted he had taken the car and driven it but claimed he had the owner’s permission.

He apologised for his behaviour and said he had taken MDMA after the police chase and being spotted by the women.

Morgan had only passed his driving test in 2015 but has now been disqualified from driving for 12 months.

He will need to take an extended driving test before he is allowed to drive again.

Newport Crown Court was told it was not the first time Morgan had exposed himself, being convicted for similar offences in 2012 and 2013 and placed on the sex offenders register.

The court also heard that he had admitted earlier failing to comply with the register’s requirements that he stayed at his home overnight under the conditions of a curfew.

Judge Michael Burr told Morgan: “This series of offences started with this inexplicable exposure not just once but twice.

“It is clear that you were given an opportunity on one occasion to put this behind you but it continues and it was thoroughly offensive to the ladies concerned.”

Morgan had earlier pleaded guilty to two counts of exposure, dangerous driving taking a vehicle without the owner’s consent, driving without insurance and failing to comply with a sex offences order.

Defending, Sarah Waters noted Morgan is from a "good family" and was supported by them in court.

She said the defendant "obviously has a problem" but has shown acceptance to get further help.

He was given a sentence of 62 weeks. That is composed of two concurrent 20-week sentences for the exposures; a consecutive 16-week sentence for the dangerous driving; a 10-week concurrent sentence for taking the car and a further 26-week consecutive sentence for failing to comply with the sex offences order.

Morgan must also pay a victim surcharge of £100.
