8:50am Tuesday 28th August 2012 in Campaign news
GWENT'S top police officer took a £6,500 bonus for her performance while her second in command declined his.
No other chief constable in Wales took a bonus.
Chief Constable Carmel Napier was awarded a £6,653 bonus - fiver per cent of her £133,068 salary for hitting performance targets in 2011/12.
Deputy Chief Constable Jeff Farrar, who was also entitled to a five per cent bonus - £5,444 on top of his £108,882 salary, refused his.
The bonuses are paid by pre-determined targets and objectives set for Ms Napier and Mr Farrar.
Sister paper the Argus asked Gwent Police what these targets were, but were told they are part of the pair's Professional Development Records, which are personal documents.
Bonuses paid to top officers could be between five and 12.5 per cent of Mrs Napier's salary and between five and ten per cent of Mr Farrar's The scheme of paying bonuses has been suspended in England and Wales as of April 1 after the Westminster government accepted recommendations of the independent review of policing carried out by Tom Winsor.
DCC Farrar declined to comment as to why he refused his bonus. A Gwent Police spokeswoman said: "According to the latest Home Office Crime figures Gwent has one of the best performing police forces in the country, with an excellent recent record for reducing crime and making the area a safer place to live.
"Much of this success is due to sound leadership and management by the Chief Constable and Deputy Chief Constable.
Chief officers were eligible for annual bonus payments as part of a national scheme for reviewing their performance and development."
Gwent Police Authority decided a five per cent bonus was appropriate.
Dyfed Powys police said no bonuses have been paid to any Chief Offices for 2011/12 A South Wales Police spokeswoman said: "The South Wales Police Authority awarded bonus payments to the Chief Constable and Deputy Chief Constable for their performance for the 2009/2010 and 2010/2011 financial years, but neither officer chose to accept the awarded entitlement.
“No other bonus payments have been made during this period, and the Chief Constable and Deputy Chief Constable do not accept bonus payments.”
No North Wales Police Chief Police Offciers were paid a bonus in 2011/12.
