Car loans shame

WITH THE latest shame to hit Caerphilly council is that taxpayers were subsidising employee car loans for workers who apparently rarely used their vehicles for council purposes. Between April 2009 and March 2013, the value of outstanding car loans declined from £269,000 to £118,000. But over the period 35 people were repaying loans at the low interest rate of 5.9%.

There now needs to be a full independent public inquiry by the Welsh Assembly Government into the running of the council. Whilst the inquiry is taking place. All council business should be controlled by Cardiff Bay, just like other failing Welsh councils. Even if some senior managers are shown the door, nobody can be allowed to use public money in a free and easy manner.

The shocking part of this that Cllr Colin Mann was deputy leader when this started and says he knew nothing about it , that’s no excuse, it show that Plaid were in power but not in control , or could it be that he is just incompetent ?

Get the facts right, it was Labour who exposed these unlawful payments. The payments were made under the Plaid Cymru administration from 2009. In my view the period of governance under Plaid Cymru from 2009 to 2012 leaves much to be desired. Councillor Mann said " due to the series of issues that have now been exposed" he and his colleagues had a "great lack of confidence" in the way that the affairs of the authority had been conducted. In me view this should read that he and his colleagues had a great lack of competence!

Meanwhile, Newport council has agreed to take out a loan of £90,000,000 and give it to a company with no realisable assets and no clear safeguards in the event that this company defaults on the loan and nobody bats an eyelid?

people know that town council very well and the strokes they've pulled, especially recently, have been absolutely breath-taking.
I think the public is just overly desensitised and conditioned as to what those monkeys get up to now

It is obvious from your comments that you have not even bothered to read the Wales Audit Office report on these unlawful payments. The auditor clearly exonerated all elected councillors as they were never consulted or authorized any such payments..
It is also clear from the report that the decision was taken by senior officers of the council behind closed doors who were beneficiaries but none of whom declared an interest when they discussed the matter.
So come on ROYSAR, take it on the chin along with the massive increases you and your Labour comrades awarded to senior managers whilst the other 9,000 workers have faced a three year pay freeze. Some say good old Labour, others tell the truth.
Whilst he accuses Cllr Mann of leaving much to be desired, Roystar would do well to look inside the workings of his own Labour Cabinet if he really wanted to get to the truth,.

Plaid councillors were naïve they didn’t realise so many council employee was labour sympathisers. Only later did rumours come out those Plaid councillors emails were being passed onto Labour members. Cabinet decisions were being leaked to the unions and labour councillors. Officers from top to bottom kept Plaid councillors in the dark on many issues.

I understand that Avon and Somerset Police are now going to investigate these "Unlawful Payments. This is in addition to their ongoing investigation into the unlawful salary increases Labour awarded to senior officers.
This being the case, elected CCBC councillors might consider their own positions before they go public with some of the misleading statements we have seen posted on this and other sites.
If the statements they are making are true, then they now have the opportunity to make them directly to the police as part of their investigation

In my view Cwmderi is trying to defend the indefensible when he tries to protect the Nationalists, The definition of 'governing' is to make and administer the public affairs . If the officers were making and administrating affairs what were the Plaid elected members doing while they were supposed to be governing? Councilor Mann said he was out campaigning!

That being the case, why do they have such appalling absence rates of around 33% at Full Council meetings when the business of the council is discussed and voted upon. Maybe they rely on their inside informants to provide them with part of the information instead of undertaken their paid duties by attending full council meetings.
Whichever way, they have helped bring Caerphilly a Rotten Borough status in the very short time they have mismanaged its affairs. .

The Welsh Assembly government needs to step in and run caerphilly council, as they did with Ynys Mon. The councillors whatever party don't run the council but unelected officers with loyalties to Labour only. There is the mushroom affect where councillors are kept in the dark and fed on manure.
