LIKE many couples, they met, fell in love and had children. Except Daniel and Rosa Moya Pena are brother and sister.

They have been living together happily for nearly 18 years, but their relationship has only now become the hottest topic on Spanish airwaves since the town council of the northern Spanish village of Cambre voted to allow the Moyas to register as married and gain local legal status,.

The couple were separated in early childhood and had no contact until they met 18 years ago in a Madrid disco. Only later did they discover they had more than a family name in common.

Spain does not recognize common-law marriages and incest is one of the country's strongest social taboos.

Miguel Cortizo, a regional official, said the decision was a good one but admitted: ''Some people are going to say they are legalizing sexual perversion.''

Many callers to Spanish radio and TV talk shows voiced support for the Moyas, but others condemned them.
